Hostile Takeover Quest Completes Prematurely, Ange NPC Dialogue Bugged

After defeating Diamora in Act 4, "Hostile Takeover" quest auto-completes in log without clearing Shoreline Hideout step. Hideout access works fine (can enter, use waypoint), but Ange only offers basic buy/sell items dialogue option, no currency exchange or asynch trading.
