Act 3 Spirit Consumable Not Giving Spirit

Hello, I just killed the Bog witch on a new character, using the "can dualwield a talisman and a sceptre" node. She dropped the skull, I used it, and I did not receive any additional spirit meaning I'm still at 30 while not using the sceptre.

I believe it's a bug with the new node since I was wielding the sceptre when I used the spirit item, and the node is already buggy as it is.

Anyway, is there a way to open a ticket to get character bugs resolved? Or do I have to level a new character to get the spirit boost?
