No citadels rendering

There are no citadels whatsoever on my map. I'm lvl93 already, comfortably clearing 6mod T15s, went 2 separate directions, multiple screens away from start, yet there are no citadels visible even in the distance anywhere.

I could buy the fragments of course, but this system is so unbelievably stupid, that it beggars belief.

The best part of it is that I have no clue if this is an actual bug or I'm just extremely unlucky.

I'm not sure how to proceed from here, my endgame is fucked like this.

Please advise.
