Arastas Bug

I have killed everything multiple times.

Guards block you
Not able to enter the cathedral

I have completed all the other islands multiple times.
no to able to access Isle of Kin

I am level 56 now - which seems way high for the area.
I have rebooted
I have also ctrl respawned the areas.

Not sure what else I can do.
