Freezing for about 30s every 30ish minutes

It goes through a period of extremely high disk usage right after the issue occurs. The game almost always recovers after about 30s, but everything is frozen and I can't move.

Specs:
RTX 4070 Founders Edition
AMD 9800X3D
64GB RAM
Windows 11 Pro 25H2

I've tried clearing all caches from PoE2 and NVIDIA.

I tried turning ReBar on using NVIDIA Profile Inspector.
My shader cache in my NVIDIA Control Panel is set to 100GB.

I also noticed that during this time the CPU spikes to about 25ms when it's historically under the GPU time.
