Loss of Warcry Buff on Weapon Swap

I am using Ferocious Roar and slotted Ancestral Cry. I configured that Ferocious Roar is used with my second weapon set.

Problem: When I have enough Glory for Ancestral Cry and I activate Ferocious Roar, the weapon set is swapped and I get the Ancestral Cry buff. If I swap back to my other weapon set, the Ancestral Cry Buff disappears.

A workaround is to select both weapon sets for Ferocious Roar and now I swap manually to my preferred weapon set and then activate Ancestral Cry.

Maybe it's also intended, I am not sure..
