Permanent slowing bug

This bug has been around since the game launched, but it was pretty infrequent, it didn't even happen once last season for me. This season its affected me multiple times and the only way to clear it is to port back. You get progressively slower until it takes 20 seconds just to cast portal. Dodge roll ends up being deadly in this situation. Any word on if its a known issue this patch?
