Permafrost bolt gaining 3fps cost per use

I thought at first its hardware limitation because there are too many effects. Basically when using permafrost bolts
my fps drops slowly like its some resource i have for the skill, when i stop firing fps goes back up. I thought it was the server so i tried switching still the same, maybe lowering the graphics will help.. nope it didnt, its not the same as when fighting near abyss with a ton of monsters and effects where my fps does tanks but it settles around 20-30 fps not into single digits. Even doing it in hideout with no monsters no other effects its still the same, using different skills does not have the same problem. i have higher lvl char and doing an abyss only drops my fps to around 20. dunno what is causing it
