"Stir the swarm" abyssal atlas passive Bugged?

So, I was clearing a map and when I cleared those "Abyssal cracks/pits" a popup window appeared saying "Your nearby map is Overrun by the Abyssal".

From 0.3 a green cog above map in Atlas represents that map is Overrun by the Abyssal.

Now that green cog was nowhere near this map I cleared.

So, is "Stir the swarm" Abyssal atlas passive bugged?
