The passive "Elemental" does not work with some Elemental skills

This passive increases attack and cast speed with Elemental Skills. It works for Lunar Assualt and Moonbeam, but not for Shred. I did not check this with other Elemental skills.

Shred is not an elemental skill.

It does have the Tag 'Cold' which is very confusing. I now understand that that is the Ice Crystal part, but it's still very, very confusing.

Why are there any skills that deal Fire, Cold, or Lightning damage which are not Elemental?

Why is Elemental as a keyword not simply a shorthand for any form of elemental damage?

All tags a skill displays belong to it. It doesn't matter which skill component contributed to which tag. Shred has the cold tag, so it should be an elemental skill.
