Incinerate and Pyromantic Pact Interaction

I understand as of the current wording, Incinerate is incompatible with the infernalist's Pyromantic Pact node, this seems to be an oversight both thematically and on underlying mechanics. Infernal flame buildup scales with the mana increase which implies underlying connections between mana spending and infernal flame buildup, incinerate fuel should be generated based on infernal flame building. The only game breaking mechanic that comes to mind would be infinite mana tempest, but that could be restricted to not interact.
