ritualist carry running spear but cant use quarterstaff

Running ritualist using a spear and off hand with LS and PS. Wanted to add quarterstaff for chayula and marks, after equipping to weapon set 2, the quarterstaff is being ignored, tried refundinng my whole tree, restarting the game, new instance, nothing worked so far. Any suggestions or help would be appreciated.
