Weapon Swap Bricked Character

I toggled my Cast on Ailment skill and now it will no longer let me enable it again. If I move my weapons from weapon set 1 to weapon set 2 the stats don't apply correctly and I lose the majority of my damage
- Cast on Ailment works on weapon set 2 but not weapon set 1
- if I swap the weapons in weapon set 1 to weapon set 2, Cast on Ailment still only works on weapon set 2
- when I swap my weapons to weapon set 2 the stats don't apply correctly anymore. It is not a visual bug, going into a map I do almost no damage when I put my wand and focus in weapon set 2
- I have more than enough raw stats and levels to use the skills, they work outside of Cast on Ailment


I have tried:
- going back to character select
- exiting path of exile entirely and relaunching it
- un-equipping all my gear and re-equipping it
- re-ordering the support gems in Cast on Ailment
- changing which skill gem is in Cast on Ailment
- other copies of Cast on Ailment
