Why doesn't area damage effect permaforst bolt when it's first tag is AoE?

Concentrated effect shrinks Permafrost Bolts cone length but adds no damage. It's very first tag is AoE. It leaves me dumfounded. Can anyone help me understand why this might be. Is it simply because it would be insanely op if it did? If that's the case, that is a very very sloppy fix. Just change concentrated effects cone size to be based off projectile speed.
