After taking a Cold/Freeze Shrine, it became impossible to cast any spells. During the boss fight with the emaciated bird, and when the shrine duration was supposed to end, the timer reset several times to 7 seconds before finally stopping. I experienced multiple rollbacks over about 20 seconds, with severe freezing, and then I regained the ability to cast spells.
