Popup dialog stops WASD movement (Keyboard focus Issue)

I seen this issue happen in many different places where I lose the ability to move via WASD until I click in the scene. I've been trying to understand when it happens.

I have one solid example: In Act 2 when accepting the "Traditions Toll" quest, WASD would not work until I clicked the scene.
