The Flesh Poppet loses modifiers on weapon swap

Not sure if this is intended or not.
The description of The Flesh Poppet says that you lose the modifiers when you shapeshift, but you lose the modifiers on weapon swap as well.

How to reproduce:
Setup with two talismans, one in weapon slot 1 and one in weapon slot 2
1. Create portal -> shifts to human form
2. Use weapon slot with The Flesh Poppet next to rare -> shapeshifts and gains modifier
3. Use weapon slot with other talisman -> doesn't shapeshift but loses modifiers
