Redflare Conduit Chest & Overflowing Power

The chest piece Redflare Conduit states you will lose ALL power charges when reaching maximum power charges and shock you, but if you take the passive overflowing power, which increases your maximum power charges by 2. This combination does not seem to work together even though it should. The jacket does not recognize the additional 2 that should be allowed and continues continues to shock you at 3 power charges and removes them.
