Please fix Lightning Warp priorities or, even better, remove that debuff

The only use of LW's additional behavior is to kill its original behavior.

Either set cullable mobs and then Ball Lightning as the priority targets so that the character won't cast this useless debuff, if a BL or cullable mob is in the area.
