Expedition Atlas point after league transfer

I has a HCSSF character which died around lvl 85 and then it transferred to regular SSF. Once there i had to get all my atlas points again which ive had no issues up until expedition. Normally you need to find Dannig in maps and then you get your first 2 points.

I have seen every expedition npc in maps including Dannig and I have not received the 2 points. I also tried going to Plunders point in act4 but hes not there. I tried doing some logbooks but that also doesn't work. I even did Olorth boss and got the 2 atlas points for him but still never got the initial 2 points. I am assuming this is an issue with transferring leagues and having to re set the atlas while already in end game maps.
