Slowed effect with no slow debuffs

Hi,

I just experienced this in game, where basically it feels as though I am affected by slow like temporal chains, or standing on chilled ground (but i am not, and as can be seen from the video, there are no ailments affecting me).

I get this feeling a lot when playing - but this time I stopped to record it and show it returning to normal when I leave the map. Upon returning to the map, it is also resolved.

I "think" it may be to do with dodging temporal change curse, I typically dodge out of the way before it gets me, but maybe that caused it to be permanent?
