Killing Palm + Charged Staff create a problem where culling does not work properly

Using the monk

Activate the charged staff skill by using a power charge.
While charged staff is active the killing palm strike will only work 50% of the time because the charged staff attack projects ahead of the killing palm strike when killing palm is activated. The player will teleport to the target but not cull the target because charged staff killed it.

This makes it very difficult to maintain power charges using the killing palm strike while charged staff is active.
