Pick whatever you like best. Mind you that this build requires volls devo to work as intended and volls devo at the beginning of the league is kinda hard to have fast.

21/20 arc or 20/0 vaal arc for 3.3?

Arc is allready being used with this build and will be used after 3.3 ... as far as vaal skills goes - they cannot be triggered.

Would it be viable to simply run cyclone in the chest instead for triggering the procs? I like/prefer the idea of always moving.

Yes. Bur as far as cyclne based mjolner Jugg is a better options.

I could really use some general tips on how to level this build.

I ran the Jugg last league and loved it.. wanted to give this a try.. but there's not much to be had as far as leveling tips go.

Saved up enough to play this build.

I have one minor quarrel so far. In your Starkonja's you have four off-colors. That's pretty hard to get unless you're very lucky. In your gloves you've got two off-colors. Why not go for G-G-R-R in your Starkonja's but get the R-R-R-B in your gloves? That requires 0 off-colors in the gloves and only two in the helm. It will require far less chromes to achieve this. Did you just get lucky or directly purchase the colors you wanted?
