He is level 94 with 8265 eHP. It could be much higher but I use a lot of uniques. The belt and boots could be rares and the helm is the only one I had with the +1 Volatile Dead enchant.

Has anyone been trying this build since 3.5? I heard there was permanent IC nerfs but wasn't sure if it applied to this build. Anyone running this currently?

I'm currently running this build. It wasn't nerfed at all since 3.5. It's still amazing and does all content with minimum investments.
