Decay is a dot that doesn't stack so not really good for toxic rain which stacks with itself. Hi i have a question to this build. I use Toxic Rain and i use Jewels with "increased poison damage" in my skilltree and i read somewhere jewels should have "increased chaos damage or dmg over time". As for chaos it's crap.
