afaik optimal attack rate for new syclone base speed (300x) is just below 7.57aps with cdr 14%+
im just using two might of the meek and unnatural instinct, aps 7.41 + cdr coc works perfecto! my setup

Also does it matter the links on chest piece of how they are? Do they need to be in a certain order? My wand is at the top is life leech. Looking to buy a cheap 6 link chest instead of tabula rasa.

Can someone look at my build my pob says really low crit chance like 30% and i look at others gear which is similar to mine and it is 80+ if someone can lmk what i can upgrade ect
