Yes. 6.2 is BAD. It's actually less damage than, say, 5.

BTW, I facing issue that my SHR easily die while in Scourge, I am level 70, at T1 map.

My build still very beginning, as just pass Kitava, however, not sure how to survive Scourge, as SHR die then game over T_T.

Just to be clear, this is not my build. This is Mooseolini's build. All credit goes to him, I just played it a lot last league.

Relics tend to be fragile if you use minion damage and not meat shield. Since you don't have Empower yet, once you get a 6L chest piece (which are very cheap corrupted, you should definitely get one with 5B 1R), you can use meat shield. Having 2 scepters with +1 to skill gems also helps a ton (with damage too), and they too are cheap. Later on, though, once you get SHR to higher levels (which you will, we can get it to lvl 30), the relics will never die. Ever. Especially if you get them to 75% resist and get some block (your ascendancy and Fortress Covenant are enough). They can tank a whole Shaper's beam to the face without even a dent in their HP.
(Well, they will die instantly to reflect phys. Don't run reflect phys)

I checked Craft of Exile don't have this mods for warstaff, however, POEDB show there is in delve mod.
Do you have any idea?

and still have enough mana for Cyclone?
