I am trying to implement this build in a low budget but having problems to reach 75% block rate

Can anyone willing to check it suggest me some improvements?

why do you say so?
Get a 10% spell block Rumi's and you are already at 75/75, without changing your Rumi's you are at 75/72 during flask uptime.
If you try to get 75/75 without rumi, you won't be in budget. You can then roll 30+ Block on Shield, spell block on shield, elder helmet, shaper amulet
I myself also play with 75/75 during Rumi's and i cannot see why a budget version shouldn't do so too?
Besides that, looking good :) Going away from budget increases damage and ES alot, but this is already very playable :)

Thank you so much for your reply I appreciate it. I will change rumi and try some red tier maps.
Map Clear should be ok i guess, but i fear that bosses could feel a bit too slow, i guess that is were higher budget makes it feel better. Also maybe don't facetank mapboss/metamorph with only 8k ES, could hurt a bit too much :)
