Correct. Level 3 ACoC will grant 16% which gets you the mandatory 14% for BP1.

tl;dr - if, within a period of time, your attack with cyclone hits while ice nova is still on cooldown, you will miss a cast.

IIRC, 14% is fine, but be sure to double check your APS are under 7.57. Remember this includes buffs like Onslaught, Tailwind, etc. I do not know what all buffs you can get with HH but yeah, you will probably exceed BP1. I would imagine most people with HH have enough gear to achieve BP2.

or just ignore bp when running hh. i switch in hh & onslaught (and a res ring) for mapping to get more zoom, stuff still just dies. for serious bossing just swap gear, its not like map bosses suddenly become a threat cause you miss some casts esp when you have hh buffs running.

I wouldn't ignore it. The point is that when you have HH buffs, you'll miss casts (10%+ less damage), but the buffs probably outweigh the loss of DPS, making the breakpoints irrelevant in maps.

However, if you ignore it entirely (and don't gear accordingly), you're going to be missing damage in single-boss fights where HH is not active. Usually these fights are where you want the damage.

IMO, gear according to the BPs, but don't worry about losing casts when HH is active.
