Ascent to power Bugged

i did everything right. didnt drop coin, didnt have issuses with trial or ascendency points. but the quest will not complete. it tells me to talk to the old lady and when i do there is no option to complete quest. i have finished the rest of the story and now map device will not work because of this quest being impossible to complete
