same problem, level 96 and never seen a single citadel, I've cleared hundreds of maps

Same issue here... No citadels at all. Found them easily in previous versions.
They should change this random citadel mechanic to some less time consuming activity or make it more predictable. For example, your first 3 citadels should spawn near the monolith with a quest marker on them or something to onboard players to this citadel thing and the rest could be random.
Or simply give us a way to reset the map as a workaround because it sounds like a bug.
