Ruby 1 rage per hit and Support gem 3 rage on hit nullify each other

As title says,

Support gem in rake does 3 rage per melee hit but if I add Ruby in the passive skill tree that also says 1 rage per melee hit only 1 rage works. So I wont be getting the 3 rage per hit anymore from the support gem.

I do not think this is intended as far as I know.

Are you using stomping ground or some other gem that is hitting enemies while you rake? For stomping ground, it isn't a melee hit, so the 3 rage won't apply (only 1 from the ruby). Since only one hit can generate rage every 0.5 seconds, that means that stomping ground generating rage makes it so the melee hit from Rake cannot.

I am using stomping ground on rake.
I have the support gem that gives 3 rage per hit also on rake.
I am getting without the Ruby 3 rage per melee hit also with having stomping ground on it.

If I add the ruby only the ruby will give me 1 rage everything else is gone.
So I am not really sure how stomping ground cancels the 3 rage per hit on my rake?
