The impression I got was that was the original plan, but when they got closer to the problem, they realized the technical obstacles were so huge, they needed to start fresh. Now that they've built new character riggings, they can start backporting them to PoE1.

I know this won't make you happy, but the fastest way to PoE 4.0 might be by first building PoE2. Serious comment.
