Movement speed crisis

I have an idea i would like peoples opinion on for movement speed. We all (majority) would like boots to have movement speed as an implicit but GGG thinks that would be bad due to balance or whatever.

WHAT if we had a minimum of 5% to a max of 10% as an implicit for boots with the ability to still roll movement speed up prefix to a max of 25% so it still stays as a max of 35% as it is currently?

it would allow every pair of boots you come across be viable without breaking "immersion" of being overwhelmed by enemies as GGG puts it.

I feel this would add so much more versatility in early game builds as it would not lock you out of potentially good boots because they did not roll movement speed.

there is one fun thing about movement speed: ARMOR STACKING LITERALLY EATS OUT YOUR MOVEMENT SPEED. and game fails to mention that or explain it whatsoever

As long at the very high end stays the same, I am all for increasing the low end speed like that to a constant factor as long as you are not barefoot.
