Need a way to downgrade skill gem

Chronomancer, mana problems. (I'm not taking any of the MoM/EB/CI/Archmage etc.)

Can't just cut a new gem because I've invested in Quality as well as Greater Jeweler's.

If you are going to make managing mana a pain for Sorcs, the least you could do is provide the tools to do so. :(

Or...maybe, stop knee-jerk nerfing whole classes into oblivion. :(

If only we had some sort of white orb that could, i dunno, when vendored with a skill gem lower the level of said gem by one.. wonder where i've seen something like that?

Honestly this thread has me confused because you are either a very high level Chronomancer. In which case, it shouldn't really be that expensive for you to get a Perfect Orb and 4 Gemcutter's. Perfect Jeweller's Orbs were at 27 Exalts last night when I sold one.

Or you are a low level Chronomancer, in which case you should still have ways to increase your mana. Honestly? Mana is a lot more important than you think. Sacrificing damage for mana sounds like a bad idea, but if you are having Mana issues, then increasing your Mana will actually increase your damage. Eventually, you'll be aiming to get the Passive that increases Damage based on your max mana. Mana on equipment is really one of the most important things you should be looking for and if you are having mana issues it is actually worth sacrificing some damage or resistances for it.
