I don’t want to swap hideouts and lose my configurations even if you export it, its just a hassle, how can this be possible?
Do I need to go back to the island and redo the whole thing? I’m on the interlude already :( |

I hade Ange at my shoreline hideout.
What worked for me was going to Act 4 to talk to her, swap to a different hideout, briefly visit it, go back to Act 4 again and then choose shoreline. After that I got the right dialog and could complete the mission. |

for me that does not work either too i have no more hideouts and my main character is in shorilne hideouts so my second character cant get trading shops idk why the hell this is a thing

Is your other character playing in SSF? You can't access trade in SSF.

I want to add a more specific edge case to this bug, because my situation is slightly different from most replies here.
In my case: Hostile Takeover is fully completed (the quest is no longer in my journal). I can swap to the Shoreline Hideout and talk to Ange there. Ange has no quest marker and no quest dialogue. She only offers Currency Exchange and Manage Shop. She does NOT have Buy / Sell Items. This suggests the quest did complete, but Ange’s NPC state appears to be stuck or only partially transitioned. What I believe happened (not 100% certain, but very likely): When the quest said "I went to an existing paid hideout (Dreadnought) instead of Shoreline. I spoke to Ange there, which completed the quest. Later, after seeing guides/videos, I realized the intended flow seems to be switching to the Shoreline Hideout first, then speaking to her again. Because the quest already completed in a non-Shoreline hideout, Ange may have permanently entered a vendor-only state without fully enabling all services. Important clarifications: This is NOT the same as being unable to finish the quest — the quest is finished. Switching hideouts, relogging, revisiting Kingsmarch, progressing zones/acts, etc. does NOT restore Buy / Sell. This appears to be a one-time ordering issue, where completing the quest in a different hideout causes Ange’s services to be partially unlocked. This may also explain why older videos show Buy/Sell unlocking immediately, while some current players do not — either due to patch changes or this specific edge case. Posting this so others know: You can complete Hostile Takeover and still end up with Ange missing Buy / Sell. Owning or using a paid hideout before Shoreline may be a contributing factor. Hopefully this helps isolate the bug more precisely. At this point, I’ve tried everything I can think of: logging out and back in, switching characters, progressing to other zones/acts, talking to Ange in every location, and swapping between multiple hideouts (including Shoreline). Nothing has changed her available options. I’m assuming this is a quest/NPC state bug tied to the order in which the quest was completed, so for now the only option left is to continue progressing the campaign and see if it resolves itself later or in a future patch.
