you don't NEED to have lvl 100 on a character

xp penalty makes it so that only strong builds can naturally achieve levels 98-100 and that makes it so that high levels are a badge and a reward for strong characters.

If anything, I would go buff xp gains at level 95+ way.

Except for the fact that I can pay X Divine Orbs to someone selling an exp carry service, or join exp leech groups all day long and afk my way to lvl100.

So no, lvl100 is not an achievement. Never was and never will be.
